EC requires pre-certification on all platforms and tightens regulations on digital ads ahead of state elections.

With the announcement of the Assembly election schedule for Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry, as well as by-elections in six states, the Election Commission of India (ECI) has implemented a more comprehensive regulatory framework to control political advertising, emphasizing digital platforms, transparency, and the control of misinformation.A pre-certification requirement for all political advertisements in electronic and online media is at the heart of the directive. The action is a reflection of the Commission's effort to stay up with the quickly changing political landscape, where voter perception is now significantly shaped by social media amplification and digital outreach.Before distributing commercials, all political parties, candidates, and affiliated organizations must first receive approval from the Media Certification and Monitoring Committees (MCMCs), according to the new regulations. This holds true for a variety of digital channels, such as social media platforms, e-papers, bulk SMS, voice messaging, and public audio-visual displays, in addition to more conventional electronic media like radio and television.While recognized political parties can apply for certification through state-level committees, candidates and individuals must apply to district-level MCMCs. To examine disputed rulings, an appeals process has also been established, with each state's Chief Electoral Officer (CEO) serving as its head. The Commission has effectively extended regulatory authority deep into the digital ecosystem by making it plain that no political advertisement may be published or distributed on internet-based platforms without prior approval.In addition to certification, MCMCs have been assigned to monitor suspected "paid news" situations more closely, which has long been a problem in Indian elections. When content is discovered to be promotional but presented as editorial, the committees are supposed to keep a careful eye on media outputs and take appropriate action. Candidates are now required to disclose all official social media accounts in their nomination papers as part of a concurrent push for transparency. In online campaigning, where unofficial or proxy accounts have frequently been used to reinforce narratives without credit, this rule aims to ensure traceability and responsibility.

Clients and members may only trade in these assets' derivative contracts during this prohibition period in order to offset their positions and decrease their holdings. The EC informed the Supreme Court on February 4 that the purpose of the 8,100 micro-observers, who work for the Central Government, was to support EROs and Assistant EROs (AEROs). The EC had stated, "It is false to suggest that statutory powers have been vested in the micro-observers."

On February 28, West Bengal's final electoral roll is expected to be released. The Indian Express asked the EC for comment on Sen's claims, but the EC did not reply.The EC only deployed micro-observers in West Bengal, which was a first, despite announcing the SIR in nine states and three Union Territories on October 27 of last year. The EC informed the Supreme Court on February 4 that the purpose of the 8,100 micro-observers, who work for the Central Government, was to support EROs and Assistant EROs (AEROs). The EC had stated, "It is false to suggest that statutory powers have been vested in the micro-observers."

The rules will take effect on April 1, 2024, and banks will need to request permission in advance before appointing SAs by July 31 of the relevant fiscal year. The rules concentrate on a) Qualification standards a) Evaluate SA performance c) Auditor Independence c) SA Rotation and Tenure.Guidelines for Appointing and Reappointing Statutory Auditors of State and Central Cooperative Banks are released by the RBI. The rules will take effect on April 1st, 2024.The Reserve Bank of India (RBI) must give its prior consent before a State Co-operative Bank (StCB) or Central Co-operative Bank (CCB) can appoint, re-appoint, or remove a Statutory Auditor (SA).The requirements for becoming a Statutory Auditors (SAs) When a new SA is appointed, the bank will choose the audit firms that meet the guidelines' requirements from the list provided by NABARD based on the size of the asset relative to the size of the chartered accountants firm and audit experience. The bank will then forward the name(s) of the audit firms that make the short list to RBI in accordance with the following procedure:(i) It will submit an application to RBI containing the names of the audit firms that have been accepted by its Board or ACB. RBI will then issue prior approval, and the process will culminate with the appointment of SA at the concerned bank's AGM. (ii) Should a new SA be appointed, the bank must shortlist a minimum of two audit companies from the NABARD panel for each SA position. (iii) The bank will present the names of the audit companies that made the short list, ranked by preference, to their Board or ACB for "in principle" approval. The bank must apply to RBI for prior approval after receiving Board or ACB clearance. (iv) Banks whose registered office is located in the Mumbai region must apply to the Audit Relation(v) The audit firms that make the short list must provide the bank with a certificate attesting to their compliance with all eligibility requirements set forth by the RBI. (vi) The bank must provide a certificate certifying that the audit firm it is proposing to be appointed as SA complies with all eligibility requirements set forth by RBI in addition to recommending the name or names of audit firm(s).(vii) The bank must include a copy of the Board / ACB Resolution endorsing the name(s) of audit firm(s) in the order of preference, together with information about the bank's total asset size as of March 31st, the preceding financial year (audited data), while applying to RBI for prior approval.

Maheshwar Rao, an IAS officer, has been named the new Managing Director of Bangalore Metro Rail Corporation Limited (BMRCL), with immediate effect. Rao will take over from Anjum Parvez, who was appointed by the state government in 2023 and is currently working as the Additional Chief Secretary (CS) of Rural Development and Panchayat Raj (RDPR) full-time.Rao offers more than 15 years of industry experience to his current position. He will take the lead in BMRCL's initiatives to improve public transportation, lessen vehicular pollution, and ease traffic in Bengaluru. Rao previously worked for the Department of Industries and Commerce as the Director of Industries & Commerce and Commissioner of Industrial Development. In addition, he served as the state government's Deputy Commissioner and District Magistrate, supervising all district administrative duties in Dakshina Kannada and Mandya. Rao is an IAS officer from the 1995 batch. He has four degrees: a master's in public management from NUS & Harvard University, a bachelor's degree in mathematics, economics, and statistics from Nizam College, Hyderabad Central University, and a master's degree in economics (Econometrics and Growth) from the University of Hyderabad."Shri M Maheshwar Rao, IAS, assumed charge as Managing Director, Bangalore Metro Rail Corporation Limited today (12.01.2024)," read the official statement that was sent through regional newspapers. He was employed at the Department of Space in Bengaluru as an additional secretary and financial advisor before this. Sri M. Maheshwar Rao has degrees from Nizam College, Hyderabad Central University, in mathematics, economics, and statistics for his bachelor's degree; the University of Hyderabad awarded him a master's degree in economics; and NUS & Harvard University awarded him a master's degree in public management. at the Karnataka government, he held a number of roles, including Deputy Commissioner at Hassan, Mangalore, Belagavi, and Mandya. Additionally, he served as the Managing Director of Karnataka Power Corporation Ltd. and Karnataka State Industrial Investment and Development Corporation. Additionally, he served as the Labour andRao will spearhead BMRCL's growth and expansion. The company recently had over 2 crore ridership and INR 55 crore in revenue. He will be in charge of carrying out the approved phase 3A and 3B of the state's metro line development.
