The Indian Express asked the EC for comment on Sen's claims, but the EC did not reply.The EC only deployed micro-observers in West Bengal, which was a first, despite announcing the SIR in nine states and three Union Territories on October 27 of last year. It noted that the order appointing a Special Investigation Team (SIT) consisting exclusively of state police officers prejudices the petitioner-party and its leader, even though the high court has voiced dissatisfaction with the independence and actions of the state police.G.S. Mani, a Tamil Nadu BJP leader and vice president of the state legal cell, has submitted a petition to the Supreme Court requesting a CBI investigation into the stampede in Karur during a rally organized by actor Vijay's political party, Tamilaga Vettri Kazhagam (TVK), on September 27, which resulted in 41 fatalities. The Reserve Bank of India in 2022 held back Paytm Payments Services’ application to become a so-called payments aggregator — an entity which makes it easier for online retailers and merchants to accept customers’ digital payments. The banking regulator also asked the unit to seek permission from the federal government for a past investment from Paytm, whose official name is One97 Communications Ltd. At the time, Ant owned a nearly 25% stake in One97, and New Delhi had stepped up scrutiny of investments from China.Paytm’s billionaire founder Vijay Shekhar Sharma acquired 10.3% stake from Ant last year in a cashless deal that made him the biggest shareholder in One97 with just over 24% equity. The deal likely boosted the government’s confidence toward giving Paytm Payments Services security clearance for foreign direct investment, the people said, declining to be named as the matter is private. The proposal will now go to an inter-ministerial committee for a final decision, one of the people said. Paytm’s application to qualify as a payments aggregator is still pending before the RBI, which in 2022 also barred the company from onboarding new online merchants. The RBI approves such applications if they fulfill regulatory requirements and match compliance norms it has set.

Govt urges RBI to issue FAQs for Paytm users

Given the broad customer base of Paytm — India’s biggest fintech that has a wide presence among both individual users and merchants — the government is learnt to have nudged the Reserve Bank of India (RBI) to issue a follow-up clarification in the form of frequently asked questions (FAQs). “The action against Paytm should be followed up by some sort of clarification. RBI has been urged to bring in FAQs as many customers won’t be aware of many issues,” an official said. Onboarding of customers without proper verification of know-your-customer (KYC) norms is learnt to have been one of the key issues for prompting the action by the RBI against Paytm last week. The RBI had taken action in the form of imposing penalty against Paytm Payments Bank last year and even then the issue did not get resolved, so the action by the RBI this time around is unlikely to be rolled back, the official said. On Tuesday, Paytm founder and CEO Vijay Shekhar Sharma had met Finance Minister Nirmala Sitharaman and RBI officials, days after the regulator imposed a ban on Paytm Payments Bank (PPBL). On January 31, the RBI barred Paytm Payments Bank from accepting deposits or top-ups in any customer account, prepaid instruments, wallets, FASTags and NCMC card after February 29, 2024, in the wake of persistent non-compliances and material supervisory concerns. The crackdown on PPBL came after a comprehensive system audit report and subsequent compliance validation report of the external auditors, the RBI had said. The RBI had directed that the Nodal Accounts of One97 Communications Ltd (OCL), which owns Paytm, and Paytm Payments Services Ltd are to be terminated at the earliest, in any case not later than February 29, 2024. Paytm Payments Bank has been facing RBI scrutiny since 2018. The RBI’s recent action on PPBL came after it was found that the bank had violated KYC norms and also had linked the same PAN to multiple customers. It was also observed that the bank was allowing transactions above the permissible limit, which raised concerns over money laundering.

Chris Wood of Jefferies buys Airtel to pare stake in RIL, HDFC Bank
Jefferies' Chris Wood has tweaked his India long-only portfolio to buy Bharti Airtel, raise investments in Axis Bank and State Bank of India (SBI), and pare stakes in giants Reliance and HDFC Bank. Changes will be made in the India long-only portfolio and the global long-only portfolio. An investment in Bharti Airtel will be introduced in the India long-only portfolio with a 3% weighting. This will be paid for by shaving the investment in Reliance Industries by three percentage points," Wood said. The investment in HDFC Bank will also be reduced by two percentage points, while the investments in Axis Bank and SBI will be increased by one percentage point each, he said. In Wood's global long-only portfolio, the investment in HDFC Bank will be reduced by two percentage points, while the investments in Axis Bank and TSMC will be increased by one percentage point each. Other top bets in his India long-only equity portfolio are ICICI Bank, REC Ltd, JSW Energy, Godrej Properties, DLF, Macrotech, L&T, Adani Ports, and Zomato.

Tata Sons to invest $1 billion more in digital arm
Tata Sons is poised to invest about $1 billion in Tata Digital, over the next few years, people familiar with the matter said. This comes as the parent of the diversified Tata group puts a pause on external fundraising for the ecommerce entity, which houses the superapp, Tata Neu as it reviews its digital strategy with the appointment of a new chief executive officer this week, the people said. Tata Digital will only tap external investors after the new CEO sets down to focus on execution and scale, one of the persons said. Earlier this week, Tata Digital appointed Naveen Tahilyani, the former managing director of Tata AIA Life Insurance, as its CEO & MD. Tahilyani replaced Pratik Pal who had been holding the charge since the company’s inception in 2019.Tata Sons has invested more than $2 billion in Neu so far and has board approvals for further capital infusion over a five-year period, the people said. A spokesperson for Tata Sons did not respond to ET’s queries. Multiple people aware of the management changes said Tata Sons chairman N Chandrasekaran wanted a senior hand with consumer background to steer the next stage of expansion for Neu. “The top brass wants Tata Digital to work on making its operational structure more efficient and agile and scale up the business,” a person said.

Max Healthcare strengthens western presence by acquiring Alexis multi-specialty hospital
Max Healthcare Institute Ltd has acquired 100 per cent stake in Alexis Multi-Speciality Hospital Private Ltd (Alexis) for an enterprise value of ₹412 crore, strengthening its presence in the western region. The 200-bedded hospital, owned and operated by Alexis is a JCI-accredited facility located at Mankapur, North of Nagpur - an upmarket residential and commercial hub, a note from the hospital chain said. The bed capacity can be expanded to about 340 beds in view of the availability of the floor area ratio (FAR) for the given land and the strength of the existing structure, it added. Abhay Soi, Chairman and Managing Director, Max Healthcare said, “The acquisition of Alexis Hospital is in line with our vision to expand our footprint in tier-2 cities with abundance of clinical talent and developed private healthcare infrastructure. Alexis Hospital acquisition will strengthen our presence in Maharashtra region. With this addition, we now have 4 JCI-accredited facilities in our network and we look forward to bringing the high-end quality care to people of the region.”The hospital offers multidisciplinary care in gastroenterology, neurosurgery, cardiology, transplants and related diagnostic facilities, among others. News Corp Stock Rises as Surge in Digital Subs Offsets Weak Ad Revenue
News Corp (NWS) shares moved higher ahead of Thursday’s opening bell after The Wall Street Journal parent surpassed quarterly earnings and sales estimates, spearheaded by growth in the company’s Dow Jones business information arm. The New York-based company synonymous with Australian media mogul Rupert Murdoch posted fiscal second quarter adjusted earnings of 26 cents per share compared to analysts’ average estimate of 21 cents a share. Net revenue for the period also came in better than expected, growing 3% to $2.59 billion, ahead of the $2.55 billion consensus mark. The media conglomerate’s Dow Jones segment, which houses leading financial publications such as The Wall Street Journal, Barron's, and Market Watch booked $584 million in revenue for the December quarter, representing a 4% increase from the same quarter in 2022 as customers sought the unit’s bundled subscription options. News Corp’s digital real-estate services group also performed strongly, recording fiscal second-quarter revenue of $419 million, up 9% year-over-year (YOY). In somewhat of a surprise, the company’s book publishing segment, which owns prominent publisher HarperCollins, also performed well during the quarter, posting revenue growth of 4% to $550 million.However, News Corp’s advertising revenues fell by 5.6% to $438 million from the corresponding year’s quarter. CEO Robert Thomson said the company continued to benefit from its “strategic shift to digital and subscription revenues, and away from sometimes volatile advertising revenues.” On the artificial intelligence (AI) front, Thomson said that the media giant intends to be “a core content provider for generative AI companies who need the highest quality timely content to ensure the relevance of their products.”

The Opposition staged a walkout before the voice vote was held on December 12 during the Rajya Sabha's adoption of the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) bill, claiming that its provisions were "undemocratic." However, the administration led by Narendra Modi insisted that the bill complied fully with the Supreme Court's rulings. The measure becomes a law on January 2, 2024.
