What is the reason behind Punjab Governor Kataria's abrupt praise of the Bhagwant Mann government in contrast to cooperation
The Punjab Assembly's budget session began earlier this week when Governor Gulab Chand Kataria gave a speech that mainly commended the Aam Aadmi Party (AAP) government's performance, despite opposition protests interfering with Assembly business and the governor's own anti-drug march weeks prior continuing to garner political attention. In sharp contrast to his predecessor, Banwarilal Purohit, who had multiple run-ins with the Punjab government, Kataria praises the initiatives of the Bhagwant Mann-led AAP government. The government drafts the governor's address, which summarizes their accomplishments.Governors Thaawar Chand Gehlot and R N Ravi, who has since been named governor of West Bengal, have recently omitted portions of their speeches that commended the state governments in states like Karnataka and Tamil Nadu, where the governors are perceived to have a tumultuous relationship with the state government.Mann's AAP government and Purohit had a number of issues between 2022 and 2024. One such disagreement occurred in early 2023 when the Governor first refused to approve the Budget session, which forced the state government to petition the Supreme Court. However, Kataria's 51-page speech on March 6 detailed the state government's efforts in a number of areas, including welfare programs, infrastructure development, healthcare, education, and anti-drug campaigns. The extension of Aam Aadmi Clinics throughout the state was one of the efforts that were emphasized. According to the governor, hundreds of clinics are currently in operation and have given locals crores of free consultations and medications. The speech also mentioned the government's "Yudh Nashean Virudh" anti-drug program, which includes outpatient opioid-assisted treatment clinics and de-addiction centers for drug addicts' rehabilitation. In order to improve government education, Kataria mentioned hiring thousands of instructors and creating Schools of Eminence. The address also mentioned road infrastructure upgrades, irrigation facilities, 300 units of free power for the majority of homes, and farmer welfare programs including increased sugarcane prices.Leader of the Opposition Partap Singh Bajwa and other Congress lawmakers frequently interrupted the speech by shouting slogans about things like law and order. Assuring the lawmakers that they could voice their objections during the discussion later, Kataria pleaded with them to let him finish the constitutional address first. Congress MLAs eventually organized a walkout as the protests persisted. Following the speech, the Governor spoke at a joint press conference with Mann, praising the Punjab government's efforts to combat drug misuse and enhance education. According to him, the Opposition ought to have let the speech end before voicing its opinions in the House so that their complaints could be legally documented.

Unauthorized reviews, dubious log-ins, and fuzzy documents: TMC MP to Supreme Court on SIR
TMC MP Dola Sen told the Supreme Court that Election Commission-appointed micro-observers were allegedly overriding decisions made by Electoral Registration Officers (EROs), the statutory authority for including and deleting electors, raising concerns that eligible voters could be removed from the final electoral roll during the ongoing Special Intensive Revision (SIR) in West Bengal. In two applications filed on February 16 and 18, Sen, a petitioner before the Supreme Court contesting the SIR, also claimed that documents uploaded to the system were becoming "blurry" after submission and that officials were allegedly logging into the ECINET portal from locations other than where they were deputed. On February 28, West Bengal's final electoral roll is expected to be released. The Indian Express asked the EC for comment on Sen's claims, but the EC did not reply. The EC only deployed micro-observers in West Bengal, which was a first, despite announcing the SIR in nine states and three Union Territories on October 27 of last year. The EC informed the Supreme Court on February 4 that the purpose of the 8,100 micro-observers, who work for the Central Government, was to support EROs and Assistant EROs (AEROs). The EC had stated, "It is false to suggest that statutory powers have been vested in the micro-observers."

Don't you feel guilty about selling Bharat Mata Rahul Gandhi criticizes the US accord and the Center
Speaking in the Lok Sabha following days of deadlock, Rahul Gandhi criticized the Central government, led by Prime Minister Narendra Modi, for the recently concluded trade agreement with the United States, saying the administration should be embarrassed of it. In a vicious attack, Gandhi said that the Center "sold India" and that the government was endangering farmers' livelihoods by permitting US goods to enter."India is no longer yours. Do you not feel guilty for selling India? In reference to the trade deal, he declared, "You have sold our mother, Bharat Mata." He added that it was a "wholesale surrender" in which the interests of farmers were jeopardized and India's energy security was given to America. Gandhi went on to say that Donald Trump would have been advised to treat India equally if an INDIA Bloc administration had negotiated the trade deal with the US."This is total capitulation. The fact that it is a capitulation by more than simply the prime minister makes it tragic. He has given up the 1.5 billion Indians' future. Gandhi claimed that he had given up the future in order to save the BJP's financial structure, which is the subject of a case in the US.Gandhi claimed that the farmers' interests had been compromised and that they were facing a "storm" as American agricultural products flooded Indian markets. Additionally, he claimed that the Indian textile sector is "finished."We are about to enter a period of unrest, and the country has been sold. The country is sold out. "Its farmers and data have been sold," Gandhi reaffirmed as he wrapped up his remarks.Following Rahul Gandhi's address, Union Parliamentary Affairs Minister Kiren Rijiju declared that no one could sell India and charged that the Congress party was undermining the nation. "Congress is sad because India is progressing," he stated, asserting that Prime Minister Narendra Modi is India's strongest PM. He claimed that before leaving Parliament, the Congress MP gave speeches full of falsehoods and unfounded accusations. Rijiju remarked, "He never stays back to hear the minister's response."It is regrettable that we lack a serious personality or a person with a serious character that would be appropriate for the role of opposition leader. Rahul Gandhi's lies will be refuted by our party both within and outside the House.

The government claims in the Rajya Sabha that the CCI controls airfares.
The Minister of State for Civil Aviation emphasized that supply, demand, seasonality, and operational factors all affect airfares. The government clarified in the Rajya Sabha on Monday that airfares are "governed" under the Competition Act, 2002, and that the Competition Commission of India (CCI) keeps an eye on anti-competitive practices in response to worries about oligopolistic practices and rising airfares in the aviation industry.John Brittas asked the administration about oligopolistic methods, exorbitant airfares, and timeliness problems in airline operations. The explanation was made in response to his unstarred question. The explanation was made in response to his unstarred question. The question especially focused on whether the Directorate General of Civil Aviation (DGCA) has the authority to step in in certain situations under Rule 135(4) of the Aircraft Rules, 1937.In response, Minister of State for Civil Aviation Murlidhar Mohol emphasized that supply, demand, seasonality, and operational factors all affect airfares. The Competition Commission of India (CCI) controls anti-competitive behaviors including cartelization, but the government does not regulate airfares to preserve competitiveness. According to the Minister, airlines have been made more aware of the need to provide reasonable fares, particularly during periods of high demand. He pointed out that in order to ensure adherence to Rule 135 of the Aircraft Rules, 1937, the DGCA established a Tariff Monitoring Unit (TMU) to keep an eye on airlines that engage in predatory or exorbitant pricing. The Minister underlined that although the government does not directly control airfares, it does make sure the market is competitive and that the interests of passengers are protected. He noted that government action in cases of excessive pricing involves redistributing capacity to areas with high demand in order to stabilize costs. With 12 scheduled commuter carriers and 830 aircraft, the aviation industry has witnessed remarkable increase in domestic passenger traffic in recent years. According to Mohol, the government is still dedicated to supporting a strong and competitive aviation industry while closely monitoring anti-competitive behavior through the DGCA and CCI processes.

China is constructing the biggest artificial island airport in the world.
The largest airport in the world on an artificial island is another impressive addition to China's aviation portfolio.According to an airport statement, the Dalian Jinzhou Bay International Airport, which is currently being built off the northeast coast of the country, will eventually span a 20-square-kilometer (7.7-square-mile) island with four runways and a passenger terminal that is 900,000 square meters (969,000 square feet). With the first phase scheduled to open in 2035, its operators hope to handle 80 million people annually across 540,000 flights.According to a tweet made by Dalian Jinzhou Bay International on the Chinese social networking site WeChat, "The nation's largest offshore airport is slowly rising from the sea level like the sunrise in the east."When finished, it will surpass Japan's Kansai Airport (KIX) and Hong Kong International Airport (HKG) as the largest airport on an artificial island in the world. Li Xiang, chief engineer of Dalian Airport Construction and Development Co., Ltd., told state-run local media in October that the project had experienced significant difficulties due to its complex geological conditions, high drilling difficulty, high quality demand, and tight construction schedule. The 7.5 million-person metropolis of Dalian has traditionally served as a transportation hub because of its close proximity to South Korea and Japan. According to Yicai, a state-affiliated daily, Dalian Zhoushuizi Airport, the city's international airport that has been in operation for almost a century, has already reached its maximum capacity and has undergone multiple expansions in recent years. According to state-run local media, the city began site selection and demonstration work on the new airport in 2003, but building only really got underway a few years ago. The expansion of China's aviation industry is mostly due to new airports. The nation is poised to overtake the US as the largest air travel market globally. Daxing (PKX), Beijing's second airport, opened with much fanfare on October 1, 2019, the 70th anniversary of the People's Republic of China's founding. Chinese officials at the time stated the

LIVE Updates for Day 17 of the Parliament Winter Session: The BJP is opposing the Caste Census and using "jumlas" to deceive everyone before blaming us: In RS, Kharge
On Monday, December 16, 2024, Finance Minister Nirmala Sitharaman claimed that the Congress party has boldly aided the "family" and the "dynasty" by amending the Constitution in significant ways.Ms. Sitharaman criticized the Congress for imposing Emergency, stating that the 42nd Constitutional Amendment legislation was emphasized by the then-president on December 18, 1976. The Lok Sabha's tenure was prolonged during the Emergency without adequate explanation. After the whole opposition was imprisoned during the extended time, the Constitution was amended."That was a completely invalidated process," she continued. In the Lok Sabha, only five lawmakers opposed the bill. Nobody in the Rajya Sabha was against it. The Finance Minister said that the adjustments were made to protect the powerful rather than to advance democracy. The Constitution was the subject of a two-day debate in the Lok Sabha on December 16 and 17, 2024, with a particular emphasis on its historical relevance and its influence on the country's governance and international status. In her first address in the Lok Sabha, Priyanka Gandhi claimed that if the 2024 Lok Sabha elections hadn't taken place, the BJP would have altered the Constitution. Speaking about politicizing the legacy of the Constitution, Rajnath Singh criticized the Congress party's attempts to place all the blame for the writing of the Indian Constitution on one political party.
The Constitution is in danger, Ashok Gehlot responds to Rajnath Singh.
Former Chief Minister Ashok Gehlot attacked Defence Minister Rajnath for his comments made at the 75th anniversary celebration of the Constitution, claiming that all of the institutions established by the Constitution are being "weakened" under the NDA government."Why are we claiming that democracy is under jeopardy today? There is a risk that the institutions established by the Constitution may be undermined," Gehlot told ANI. "Why do we say that democracy is under danger right now? "The Constitution's institutions run the risk of being compromised," Gehlot told ANI."A lot of governments have evolved...Although there have been numerous constitutional revisions and changes, the threat to the Constitution has changed. Since today is Save Constitution Day, what led to this predicament? Gehlot inquired. "Some such procedures must have been adopted at the time of the constitutional amendment," he continued.Although issues must frequently be discussed, a climate of mistrust has developed as a result of this government pushing legislation by expedient means.

The Union Budget 2024 may see the government loosen the 45-day payment restriction for MSMEs.
According to insiders, the government may decide to loosen the rule requiring MSMEs to be paid for goods and services within 45 days of the purchase in order to deter big corporations from exploring alternative sources of funding This could be announced in the budget, which is expected to be delivered on July 23.Overview. The government is thinking about easing the 45-day payment deadline for MSMEs in an effort to keep big businesses from looking for alternative suppliers. It is possible that this modification to Section 43B(h) of the Income Tax Act would be disclosed in the forthcoming July 23 Budget. As per the Finance Act 2023's introduction of Section 43B(h) of the Income Tax Act, a larger company may face greater taxes if it fails to pay an MSME within the stipulated timeframe of 45 days for written agreements. This is because the firm cannot deduct the payment from its taxable income. The amendment was introduced to allow MSMEs to receive payments on time, but many of them expressed fear, according to sources. They said they were afraid that large corporations might ask their vendors to give up their MSME registration in order to do business with them, or they might shift their sourcing requirements to larger firms in an effort to protect their interests.

Art and Culture with Devdutt Pattanaik - An intriguing look into India's coin history
What was the composition of punch-marked coins, called Karshapanas? What can we learn about kings and their reigns from the inscriptions and imagery on coins?(The Indian Express introduces a new series of articles on topics and ideas including history, politics, international relations, art, culture, and heritage, environment, geography, science, and technology, among other subjects, that are authored by experienced writers and learned academics for UPSC candidates. Increase your chances of passing the highly sought-after UPSC CSE by reading and discussing with subject matter experts. The acclaimed author Devdutt Pattanaik, who specializes in mythology and culture, gives a compelling history of currencies in India in the piece that follows.)Humans have traded to enable exchange ever since the dawn of civilizations. Debt recording allows transactions to occur even in the absence of coins. Actually, a key factor in the production of coins was debt, or rinn, as the word appears in the Rig Veda.Although there is no proof of coinage in Harappa, cowrie shells that could have been used as money have been discovered. Consider the Hindi proverb, "Ek phooti kaudi nahin doonga" (I won't donate a single cent), which states that one cowrie shell (four phooti kaudi, or fractured cowrie shells) equals one penny. Even still, necklaces made of cowrie shells are worn by women at temples. It suggests that cowrie shells were once used as money for trade, much like gold coins, which some ladies also wear around their necks. Cowrie shells, which originated in the Maldives, were traded for money in Africa and India up until the Portuguese disrupted the system in the sixteenth century.Other than cowrie shells, numerous items were used as money by humans in different parts of the world. Certain civilizations in South America, for instance, used cocoa beans as money.
